Can we have a one tear item limit?

Ezreal with 2 tear items is too damn good like I get that it takes a little bit to stack but it doesnt take long once you get the first tear stacked. He just does SOOO much damage the thing about Ezreal is that he falls off but with the double tear he just doesn't and also now gets a big shield from I cant be the only one who thinks that this is a little busted... like I love Ezreal hes super fun but I swear this dude is breaking the game every damn second.
