Is the new Rylai's a good item on Ziggs?
I don't know, but being able to slow enemies for 40% for 1 second every 2.4 seconds (with 40% CDR) gives him much needed utility.

Eh. From a Ziggs main (myself) his kit has a ton of utility already built into it..Supreme zoning, lane control, safety, and CC. The slow will definitely assist further from Rylais, but it'll most likely perform like it did prior, but maybe make following-spells easier to land due to an instant 40%.
Thing about the new ap itemization set up is that you shouldn't question is it good on my char but "Do I need X"? Like do you need slows or do you need damage or do you need mana. That's the great part about these changes.
