why are afker not getting punished more then the 4 other teamates...

Why doesn't the one afking get punish more than the teammate. 5 of my last 8 game had people with sky high ping which they ended up just leaving the game all together. Why is there absolutely no different punishment for them compared to the punishment i get for being in plat and in the past when i was bronze silver gold
