Changes needed to the surrender feature

Hi, Iv'e been playing the game for a while and had many games lost due to my team surrendering. In most games my team surrenders because of one bad team fight or a dragon or baron steal - things you can recover from in most games, and I find it very obnoxious upon many other players who feel the same. I can understand the importance of the surrender vote, so I believe that the feature of surrendering does not need to be removed completely, but needed changes applied to it. I believe other players may have other and better changes that should be applied to the surrender vote, but these are some I believe need to be applied:

• Have the option to surrender only available only at around the 25-30 minute mark, so if the game is a complete stomp it will end before surrendering is available.
• If only one of the players on the enemy team is extremely fed and the game recognizes that, the surrender vote will not be available (focus fed guy -> win game)
• If only one of the teammates is constantly creating surrender votes, the option to create surrender votes will be denied from him, or have a limited amount of surrender votes for all players.
