Something has to be done about people trolling and inting

This is a team game and if someone starts trolling or inting, the game becomes pretty much impossible to win, today a thresh misplayed at level 2 and died, he spent the rest of the game flaming after inting 6-7 deaths to a vayne, then he legit said "im not going to let you win :)" and afked and flamed.

There should be open tickets or something like this in league, idc about losing LP cause shit happens but seriously people like this need to get banned, i have the game recorded so you can see him just afking in the jungle, flaming, running it down bot, then flaming more, and its insane how much power people who troll and int have in league, theres so many fixes for it, and riot is doing nothing.
