Should the "damage delay" of Death's Dance be allowed as a Champion-specific mechanic?

For instance, say a Champion has the following skill:

For X seconds, Y% of damage you take is dealt over Z seconds.

The value Y would be significantly higher than 15%, since your opponent would be able to play around it, wait for it to time out, etc.

Or is the mechanic only meant to be item-exclusive?
