A upper and lower bracket for normals?

what if normals were split into 2 brackets.

lower bracket - low gold (maybe gold 3-4), silvers, bronze

high bracket - high gold, platinum, rest of the ranks.

sometimes the match making in normals can be so lopsided, like a dice roll to see who gets the diamond player and who gets the new player.
