Client is forcing me to dodge games, please help

I have already repaired my client, done a clean install, and reset my connection multiple times.

For some reason when I queue up I get to champ select, I'm allowed to ban a champ, then watch picks but as soon as it's my turn to lock in a pick it won't let me. I'm then forced to dodge and lose lp as well as get a huge timeout. I've already sat through 2 30 minute timeouts and now have -20 lp.

What am I supposed to do here? No fixes that I try are working.
