JH Titan - Summoner Stats - League of Legends

I'm currently in Diamond 2 with a winrate of 64%. I gain 15 lp a win and lose 14 when i lose. How am I supposed to climb when I'm gaining so little lp a win? Shouldn't I be getting at least 18 lp a win? Also, how do I increase the amount of lp I gain or am I stuck with gaining 15 lp a win forever?

If you maintain a 64% win rate with +15 per win and -14 per loss, you'll be effectively gaining 3.96 LP per game. So the expected time to go from 0 LP to 100 LP would be ~25 games.
