It was the same thing when urf was out the last time but it seems like the champions we get are always the same. i do own all champs but i still get the same.

That is how random works.

If you placed a champ and then it is locked out, then that is not random.

Just like how you can flip a coin 5 times and get heads 5 times, you can get the same champ multiple times.

It's not just that (it's also a bit of: people will stick with the more op champs making them appear more often).

Riot also needs to allow both teams to have access to the same champions (e.g. both teams can have a lux) because when one side is lucky to get 1-2 of the more op champs it limits the other team's pool of strong champs, resulting in games usually being one-sided (more so when one team has 5 op champs).

It's a QoL change that'll make the rng less soul crushing.

It's still random regardless. It's just that there is a chance that it can give the same champion as last game.

ARAM is the same. Blitzcrank is in half the games. It's not random.

Or just do one better and make it so in this specific special game mode allow everyone to own all champions. People have accounts built for this mode I'm sure and then there are also people who don't have all the champs anyway thus limiting the people with all the champs to a different randomization because of it. If everyone owned all champs, it would truly be all random but right now it's based on how many champs each person has and randomizes it off that.
