Make cull great again

Now i know cull has some really amazing uses on like 2 champion in this game and that is in around 1/8 of those 2 champions games. I know you are supposed to buy it if your behind and stuff, but honestly, its probably the least bought item in the game behind ohmwrecker. At higher ranks you might see some culls, but for 85% of the player community, its a useless item. I had an idea about how to make it better; make it so you don't just sell it when its done. If you buffed the passive significantly after you successfully stacked it, you would add an interesting choice in "do i sell the cull or do i keep the stats?"
