lag spike

Is anyone else having lag spikes only in league of legends? Im talking like jumping up to 335 to 1,000 ms constantly.... HExtech repair is not helpful becuase i can download stuff on steam at 3mb a second. I mean hell the Hextech repair file is even slow. so weird.
