I don't understand why riot has shifted balance to assume draft pick

I understand that they are bias towards ranked play and therefore draft pick is their priority, but simply looking at how the game is designed. If you balanced the game around draft pick, then blind pick removes _essential _ information from the players, making the game the worst balanced piece of shit you've ever played.

But say that you were to balance the game around blind pick, where you are assumed to not have the pre-game information. Then simply providing that pre-game information doesn't change the degree to which you can utilize that it. Though most importantly, if you go into a draft pick, you can assume that both teams will be picking for the most effective picks at their disposal given the information available. While in blind pick, to take the most effective picks, given only having information on your team's composition, would narrow the champion pool down to about 20 champions. Being mostly comprised of the most powerful generalists and most powerful mobility champions you can pick.

This is where riot could really use some improvement. Change how lane bullies fit into the meta. Because blind picking into these champions without an equally aggressive champion is pretty much a loss at load in for the lane, which can easily expand to the whole game. These champions often require target counters in some position on the enemy team.

As well, stop over complicating kits. Stop shoving shit into a kit just because they're lacking a response to some situation. That's a good thing! Make them play around avoiding those situations. In effect the more mechanics you force into a champion's kit, the more niche a counter pick they have. So by riot's constant tendency to 1 up their last batch of champions, with even more complex kits, while conforming the same input schema that league is constrained, you're making it harder to force situations onto champions which don't have tools to effectively address that situation. This also goes for general purpose escape tools. Things like zed ult teleport or ekko ult. Yes these might be ults, but they're so powerful as a SECONDARY aspect of the ability, that you end up making it nearly impossible to force these kinds of champions into situations which can be use to stop their snowball.

Obviously these games aren't that big of a deal, win or lose, you're not being shown your rank (MMR exists but is hidden), so really all this lack of blind pick balance does is stop players from improving at the game in that game mode and cause extremely short and 1 sided games which aren't fun to play. But you wouldn't get a less competitive ranked mode by giving them more information to play around in a system which is designed to be balanced without that information. If anything adjusting the game in such a way, would actually make ranked a more accurate indication of your skill, because (assuming you don't play every champion) your rank is less dependent on the current balance state of your playable champions.
