can irelia E get ap scale sort of like shen's q in chunks of 100 ap... but nerf the cc

i think with new items an ap irelia build would be viable. if her E was buffed a tad. it got nerfed a while back.

the cc should be nerfed however but have more base dmg if she exceeds 100 ap.

idea: Equilibrium Strike: stuns for s shorter duration when the difference between her current % hp and the target’s is less than 20% Stun Duration: 0.5/0.75/1/1.25/1.5 followed by a 0.50 sec slow.
