Experience after level 30 counted towards new level system?

Riot Pls: Leveling, IP, and Rewards - Nexus - League of Legends

Rito just posted something about how there won't be a level 30 cap anymore.

My question is this, suppose someone has played since season 2, now he's going to accumulate A LOT of "phantom XP" after he reaches level 30. Now, here is another person who has just reached level 30 and therefore won't have that much as the player listed formerly.

Will both players start at level 30 and have identical experience after the patch? Or will the player who have played since season 2 going to get a head start?

Thank you for your time.

You've been playing league capped at lol 30 for years with no thought about extra experience until now. If they never had decided go do this uncapped leveling system this "wasted experience" would have never crossed your mind. Don't understand why this is even crossing people's minds now.

They will both start at 30. No head starts.

The system doesnt accumulate XP after lvl 30, and as they said, you are gonna start lvl 30 if you were 30 and lvl up from there.

it doesn't matter really ,it's about the loots you get each lvl ,and anyways if you do play lol that much you'll hit lvl 99 or 100 in no time .
