Wow the blatant laziness with the double bans

This is such a lazy cop out by the balance team on not having to deal with as many complained about champs. We all know that there will be pick ban champs already that will likely migrate to the permaban group. The fact that it is recognized that there will be champs that look like they will be in a state of being permaban even with the double ban probability.
