New Summoner Spell Idea: Amplify

What if there was a support summoner spell that only worked on allies called Amplify that was like a reverse exhaust. Make it like 20% damage for 2 seconds. Probably would be OP with coordinated teams but not as busted in solo queue outside of duo queuing.

Too OP? Too dumb? Rehash?
