Can we give all DoT events the Singed Treatment???

It's kinda annoying that someone has to be effected by something for 1 full second in order to receive the damage. Like if something does 20 damage per second, it can do 15 or 10 if they enemy is in the AOE for .75 seconds or .5 seconds.
