Tenacity needs to be buffed or reworked

It just feels so useless, even when Garen for example received the W buff where he gotten some tenacity, or when Sterak's now gives tenacity when triggered, it still feels useless because you still get CC'd for so long or CC chained that you still can't move overall making it unrewarding if you choose to buy some tenacity.
