We need too have ways to deal with AFK's

Why isn't there a way to deal with AFK players? Having AFK players is bad, boring and just frustrating. I've played many games of League of Legends, and for the past few weeks the fun I normally get from this game is decreasing, mainly due to the fact that a lot of the games have had AFK's and me and my team could do nothing about it. Playing a 3v5 isn't as fun as it sounds. Something simple like the ability to call a surrender vote a few minutes earlier based on the amount of people who are quit. Something simple like this means people aren't tied to the tediousness of a 3v5. Can Riot please implement something like this into the game so people don't have to deal with AFK people in their games for the entire 20 minutes until they can call a surrender and get on with the next game.
