Matchmaking wait times

Soooo...how many millions of people play league at any given time?

Why do I have to wait past the estimated time....only to realized I need to cancel it an re queue up to be put into a game immediately?

I mean does league really have as many players as Riot says? Or do they just say that to pad their numbers for whatever reason?
