Xerath's 6.10 changes made it through the entire PBE cycle.... why aren't they in the patch?

They were reducing the cooldown of his E (Shocking Orb) and it stayed in the PBE for the entire cycle. Were they intentionally not put through to patch 6.10 or were they accidentally not included in the notes?
