Some changes to various champs to make them a little less annoying to play against.
Now Riot can include some compensation buffs as well if needed, these are just some slight changes to some champions that I personally think could help make them less annoying to play against. All numbers are up to change, just some rough estimations of what seems fair.
- Give his windwall a .25 - .50 second cast time so he can't block things no matter how close they are and would maybe make his W involve more planning to use correctly.
- 2 options here imo. Either give his passive jump a .75ish second cooldown, or decrease his jump range by 75ish units. His passive generally feels overbearing at times in both of these aspects, but nerfing both of them would be way too harsh I think. I'd personally prefer they give it a cooldown because I feel that lack of cooldown can make fighting him feel really unfair at times.
- Correct, me maining a champion doesn't exempt them to this kind of thing. I think Talon's E should have a 4-5 second cooldown, it is currently 2 seconds but those 2 seconds are rarely noticed. I believe this would be a better change than giving his E a mana cost because I think the cooldown is the major issue over the lack of cost. And the cooldowns on walls is also cost enough imo.
- Please give Ezreal's E some sort of cast time. I can't be alone in thinking giving an ADC (an inherently immobile class) a second flash that does damage is a good idea. It does have a cast time currently, I know that, it's just not long enough.

. Obviously some are more infuriating than others (Fizz's is a lot more detrimental than Maokai's) but you get the point. On ultimates it's okay, because they're ultimates. But a champion should not just be able to negate all of my damage levels 1-2-3. (Depending on when they level it).
