Cooldown, Sheen, Etc. -- A new item should be made

What about a 400g item with the following:

Insight Stone UNIQUE Passive: +10% Cooldown Reduction Cost: 400

Make this thing a part of many recipes with CDR. For example, kindlegem could be changed to Ruby Crystal + Insight Stone + 50g. Then, a player could prioritize either life or CDR. This could also be added to sheen to replace the missing 435g book and make it easier to build early.
