How to put more importance on all dragons and stabilize the RNG

So the current dragon cycle is an interesting rotation but leaves for some dragons, essentially infernal, more desirable than others.

So let me throw this crazy thought out there, but what if we remove infernal dragon, but when you claim any of the other 3 dragons you get a small infernal buff as well

So to help clarify here would be an example

Cloud drake Gives 25/50/75 out of movement speed bonus Ocean Drake 4/8/12% of max hp/mana regen per 5 out of combat Mountain Drake 10/20/30% extra damage to epic monsters and towers

Dragonslayer get an additional x% AD/AP per dragon stack

While not a huge buff, the stacking effect of each dragon would help incentivise taking any and all drakes as often as possible giving any drake a huge importance in the game. Think of how many games that were lost, became won because the enemy team secured a lucky RNG infernal, or how many games were won because the enemy team secured all drakes, but none of them infernal giving them thus although they had a great hold of the map the enemy team is just able to wait out the game and win.

I like the idea of the RNG dragons as we have seen it has made games super exciting, maybe having only 3 drakes would be a bit limiting and that fourth spot would need to be filled by another type of buff dragon, but I feel like this would help incentivise taking any and all drakes.
