Can Slows Stack?

For example, if you use an ability that applies a 50% slow for 2 seconds onto Champion X. You also have Rylai's Crystal Scepter. Lets say that ability is a single target spell (which applies a slow of 40% for 1.5 seconds). So whats gonna happen now? Is it going to stack, so the slow lasts for 3.5 seconds?
