I don't think the buffs to darius are in the wrong direction.
contrary to popular belief, they aren't solely late game buffs. Bleed damage starting at level 1 got increased by 15 to 75 over a 5 second duration depending on how many stacks are applied and noxian might gets buffed from level 2 onwards.
In fact, with the proposed system, darius's level 6 noxian might will gain access to 20 more bonus ad than live, while his level 11 noxian might will only grant him 5 more bonus ad than live, before going to 30 more bonus ad than live in the very late game.
These buffs objectively make darius a better early game champion, but what they don't necessarily help a lot is his LEVEL 1
I understand that for most high elo players, it was recognized that darius's level 1 cheese was nothing more than a noob trap, but I think for lower elos that cheese was actually a pretty serious problem.
These buffs allow darius's early game (and late game which is nice) to be a bit better but largely keep his level 1 feeling the same as live, that is to say, they keep it relatively weak.
Do these buffs fix darius? No. But that small detail shouldn't be overlooked, it's a small way of bridging the gap between higher and lower elos when it comes to readjusting the power of a champion. Because it's important to recognize that a champion that stomps low elo while sucking in high elo can be just as problematic to balance from a business standpoint as a champion that rocks high elo but sucks https://i.ytimg.com/vi/JCf4kS0xIsQ/maxresdefault.jpg in low elo.
If anything there can potentially be a case made for lowering the base damage of level 1 bleed and then have it quickly ramp up back to proposed values only a level or 2 later.
