Why are Juggernauts Anti-Tanks?

Having played against Sett as a tank player, I've come to question why juggernauts are anti-tank to begin with. I thought the concept of juggernauts was to be this immobile damage monster who is tough to take down, but every single one of them make tanks hate themselves. It begs the question why pick a tank when you have someone who does your job much better, including having the ability to kill people or possibly get pentakills. It seems like everyday, Riot keeps adding more anti-tank options while having very little or no anti-mage items. When's the last time you seen a silence or a mana draining ability?

Juggernauts are primarily top laners. Top laners are primarily tanks, other fighters and skirmishers.

A tank's job is to provide utility, peel people off of their teammates, and protect their teammates from harm. They are force multipliers, amplifying the effectiveness of their teammates by giving them the space they need to perform. They're not supposed to win on their own

Sett can't do that. His stun is inconsistent, and his ult is more about getting himself into the action than taking an enemy out of it. He's all damage and sustain, with very low utility.

The problem here isn't that juggernauts are doing tank things, it's that you expect tanks to be doing juggernaut things.

They're anti-tank in small fights but get fucked by tanks in big fights. Juggernauts are supposed to destroy everything in small fights and get destroyed by everything in big fights.

The same reason why ranged characters shit on juggernauts in toplane because if everything doesnt have a way to be beaten then it becomes unbalanceable

Not all Juggs are Sett. He's is designed to be a Tank-buster. Q has bonus damage based on enemy Max Health, W is true damage, and R's damage scales with enemy bonus health. Legit 3/4 skills hit tanks harder than carries.

"Juggernauts are melee titans who relentlessly march down the opposition and devastate those foolish enough to get within their grasp. They are the only subclass who excel at both dealing and taking significant amounts of damage, but in turn they have a tough time closing in on targets due to their low range and extremely limited mobility."

People pick tanks to have an impact late, when team fights are a much bigger deal. They utilize their CC to either peel for ADC's or lock down the opponent. They take time to get tanky, but can be invaluable.

Sett (for better or worse) also has gap-closer in his Q, a monster shield on the W, and a mutli-man stun on his E, making him relevant regardless of the game state. Other Juggs either have their damage fall off Garen Darius or need time to get their damage scaling up Mordekaiser Nasus. Sett starts our tough, and really never drops off.

As for the question at the end of the OP: Riot actively hates silences, mana-burns, etc. There has never been a mana-burn skill in the game to my knowledge, and only a select few have silences left: Blitzcrank Chogath Fiddlesticks Garen Malzahar Soraka. Talon Leblanc and Kassadin all had their silences removed years ago.

Tanks have more accessibility and peel than Juggernauts, so they're better at teamfighting. Some tanks even hard-counter bruisers like Malphite into Irelia/Fiora.
