Please make character levels matter

Currently playing a champion a lot gets you a nifty little badge to flash in game. I like this. It's a cool way to show you play that guy a lot. My proposal is to make it actually matter a little bit.

Before a person can play ranked they already have to own a certain number of champions. On top of this requirement they should have to have the champion level 3 ( or higher ) before they can play in ranked and can only play those champions they have level 3 or higher. Not only does this give them more practice on those champs before they get into ranked the team will know that they have at least some experience playing that champ.

Just a thought.
