Should Jhin be able to cast W faster after he lands an AA?

Besides his traps, the only escape he has is to AA the enemy and land W but often W is too slow of a cast to save yourself... Should Jhin be able to cast W faster after landing an AA on the enemy? Cast time is fine for sniping though. Might make his trade too strong though so instead, maybe make W apply a slow instead of a root when there isn't a mark. Another thing that would be nice is if W still did damage for the whole length instead of stopping at a champion but only rooting(or slow if added) the first champion hit .

Also, his ult should zoom back to the player after it ends instead of what it does now.
