Will Teemo Always be left as the Signature game Troll pick?

So league of legends is the fusion of a fighting game and a strategy game. Something many fighting games share, is they almost all have at leaste one or two characters who are near completely useless, but will have a toolkit that completely shits on new players that almost makes you feel like you are being trolled.

Soul Caliber- Yoda Naruto- Akamaru (puppy form) Super Smash Bros- Yoshi DragonBallZ- Hercule

Hell even smite has one, he's named Rataoskr

So that said I was wondering is Teemo going to forever remain as he is? Is he never going to get a rework or a buff? Does Riot plan to forever leave him as the trolly pick that will forever haunt new players with shrooms to even leave us emotionally haunted when we grow up and grow into Silver and higher players?

I know this sounds like a stupid question but I legitmately wonder after seeing him "accidentally" picked in korea two times in a row if Teemo is simply going to be left as is for the rest of leagues life span, or if one day he will get some cool epic rework like Taric.

I mean if a brain dead champion like Taric can get a epic rework than maybe one day Teemo can too?
