For new accounts why are the runes restricted to change anything before level 15?
I made a new account on a different region, and I was hoping that the new runes would be able to be edited changed, or picked to what you wanted no matter what level and this appeared not to be the case.
Once I reached level 11 I got a message saying that I can now edit and choose rune pages and when I go to do just that, I get a box that states I will be able to choose and edit my runes once I reach level 15...
