Boots of Mobility Question

Regarding "Boots of Mobility" if you have a champion with an passive AE ability ..does that put you in combat if the AE ability hits an enemy champion? Anyone know?

I think it puts you in combat if you in any way damage an enemy unit, so it's probably deactivated often if you combined it with Sunfire or another area effect that is damaging. I like running Mobi, but there are some champions who do little damages I'd rather not lose speed for.
