Pretty much. Your rank for rewards is locked at the end of the season (a few days ago), but ranked games during preseason can still change your MMR behind the scenes. When you do new season placements, your 10 games does fluctuate your MMR a bit, but your previous year's rank is still a large factor in that starting MMR. It is done this way so that people are easily able to climb back to their previous years rank if they maintain a good winrate, but can still tank the MMR they "carried over" from last year if they play poorly.
So essentially, you can try to play ranked preseason games to boost that MMR a little more so it is easier to climb next season.
