What is good with the league's queue system.

So I have been experience this thing where every single one of my game, I have ran into a player who just decided to not play the game and rages and start talking and start conflicts. I as a regular league of legend player have got a pretty bad behavior history due to trash talking and etc but after a 2week ban punishment I have stopped. Now since the new season started, I got placed down a rank and I am attempting to climb back up, I try my best and win my own lane 80% of the time, yet I still end up losing the game because someone decides to not play. Does league queue bad behavior players together with bad behavior players? Why Am I getting all these toxic players who just doesn't play to win.
