Can We Not "Fix" the Minions?

Riot already admitted that the changes to the minions in preseason was a mistake between creep blocking and random units acting excessively aggressive toward single targets. Why the dissatisfaction with the way they functioned prior to preseason? Why does Riot insist on fixing what is not broken?
