Runes still cost 28k IP to make a full rune page?

It's been awhile since I needed to buy runes and I completely forgot what a hassle they are.

I have a friend who just started the game and he finally just hit level 30. To be viable, he has to get 28k IP to get... I think ONE rune page?

Then he has to buy a good pool of champions. Which is a lot. I admit, I'm fine with the champions but please... At least make runes 1 IP. It's a bit ridiculous, I'd have to admit. Wouldn't you guys agree?

To be viable it costs... about 30 IP.

To be efficient, it takes 28k IP.

Runes are gonna be reworked sometime this season anyways. I just hope we get compensation for our rune purchases.

I've been playing this game 5 years and I still don't have enough IP for all the runes.
