Why is Xin Zhao so broken?

I just want to know if the community feels the same way. I just got out of a game where the enemy Xin Zhao didn't gank any lanes until 16 minutes and just power farmed, he came out of the jungle with rageblade and devourer. Proceeded to get 2 kills then go back to farming. saw him again at 24 minutes with a BORK, Sated Devourer, Rageblade and berserkers greaves. Then he solo'd baron at 30 minutes and 1v5'd our entire team. This won them the game.

Why is this possible and when is this being nerfed, it's unhealthy gameplay and just over all ridiculous that somebody can ignore the rest of the game for 20 minutes and be rewarded for it, it's just horrid.

Please Nerf

Win Zhao!

Actually, Xin is strong, yes, but it's the synergy with devourer and rageblade that put him over the top, like so many other auto-focused champions. The good news is, rageblade is getting changed and devourer is being removed, so that should tone him down a notch.
