Can we fix Soraka

One time I was a w/ against / . We shoved them in lvl 1. I was using glitterlance to harrass . But the fucking problem was the is a pussy ass bitch. All she did was sit back and spam heals with no skillshot-landing, no wave manipulation, no dodging. Just sit there like a pussy and heal. We lost lane because of that. I know you're thinking "But the soraka must've gotten low on mana and health!" Well the pussy soraka just recalled. She was so far back we can't interrupt it. Can we change it so fucking soraka can't heal when 20% HP? And increase healing from her Q by a massive amount so she's rewarded for going aggressive.
