Disable Champion Selection Chat until everyone joins the room.

Please no slow computer jokes. I keep having games where I join the Champion Selection screen last and miss when someone calls a lane/role leaving our team with two people playing the same role. I actually want to help my team but because I miss a portion of chat in the beginning, I end up picking someone our team doesn't need and become the "troll". I really want Riot to disable the chat until everyone has joined the room. I know I'm not the only one with this problem. Low rigs users unite!
