Why is this still not being used?

I seriously don't understand how in a grand major, in a game that has probably over 200k players every single day and 600k viewers just for majors alone, a referee has to decide an outcome of a game based on current stats?

Honestly. How is this even possible that by now they have no backup program that can just load the game in again before it crashed? Why is it that games like CSGO or Hearthstone have this, but League, one of the very big games (and also very old) do not?

I would like to ask from Riot's behalf why this is yet to be implemented, as it's quite easy to do and really doesn't affect the players at all while backing it up on an external system to reload in an event of a crash. At least then it's fair for everyone and nobody can complain. Give them 15s to get ready once the game is loaded then just let it play out. No referee needed. This could also somewhat be used in normal q hence some games do crash and could just be put back. You already have the tools to gather all data on all players and games, so I'm pretty sure backing them up and allowing people to jump back in at a certain time is quite possible.
