what with the gold reduction on support items?

I don't know if they are supposed to just stomp you from getting more gold than your team or just want you to not take your adc cs, but if the answer is second one it doesn't work, if I really need some gold I'm gonna stole his 2 entire wave of cs to get those 60 gold to finish my first item, that change honestly did not discourage anyone from getting more cs, if someone plays support and want to take adc's cs the thing he get less gold from it will not stop him doing so, even better, if I want to farm my adc cs I will just buy doran ring like "supports" used to do a years ago when I used to see a lot of vel'kez and lux that didn't even know there exists a support item, but now we have like 2 options for both ap and ad, and all of them are just bad. Relic shield and it's counter part for some reason stop procing after you complete it, which also discourage people from ussing it, cause if I want my execute minion to be effective I should use it in late game, so my best choice is just to wait my adc to distance enough from myself and start spamming all my skills on first wave I see. At least we got good items for lethality, after all that's what supports need the most, let aside the little utility they got from their only item that acutally was intented for them.
