Viktor is my second most played champion...
I think he's actually unbelievably strong its just that the player base in general is too used to the Gamble Hard Until 20 play style and doesn't play the game any other way.
If he gets his 3 item spike he's legit unbelievable OP. At that stage if you know what you're doing, you can easily bait a 1 vs 3 and still win with all your AOE nukes. I've had tons of games where we were losing, then I farmed to 3 items... and the ennemy team just had no idea where all this damage came from.
Problem is in Solo Q, people won't adapt to your non-existent early game pressure and will probably throw before you get to the 3 items.
Part of the reason why he's such a great pick in competitive and coordinated but pretty bad in Solo Q. Coordinated teams know how to channel the time and resources to his lane.
He's my top pick when playing with friends and we can coordinate a Power Farm strategy but he's much less effective in Solo...

Guy has an overall winrate of 47%, while his 20-25 minute win rate is 45%, which is generally the time where most games end anyway. There were more buffs planned for him back when they buffed his Q, but didn't go through. They were pretty good actually, they decreased E's cd by 1 second in every rank, which is very important, if you are experienced with Viktor, and also reduced his R cooldown by 10 seconds per rank which is ok I Guess.
I'm pretty sure Viktor is borderline busted, but is just hard to pick up and play in any elo with any playstyle. That is one of the reasons why pros do so well on him (both in and out of solo q) compared to other players
As long as Viktor is so good at trading early (Q is low cost, high damage + shield to negate trading back) while also scaling really well, he can't be too strong number-wise.
If you're good at him, he is busted.
I'm not opposed to him getting ANY buffs, since his winrate is p bad atm, but it should be something small like 1 second cd buff on his w or e, and making his ult damage tick faster.
And now there's Viktor buffs on the PBE, yay! They increased the damage of the Q AA enhancer by 0/10/20/30/40 and increased the AP ratio on R from 60% to 70%.
Tbh he seems really strong atm. The Q change and the AA change gave him a really viable bruiser mage build.
He just needs a small push in the right direction, he's been at 45-47% win rate ever since they gutted Rylai's and Ghost.
