MMR - Does it really work this way?

Maybe someone could clarify, but does MMR really work this way? For example:
Assuming 0 MMR is the average for a league, and you have 400 MMR with the following two teams...
Team 1 -100 -100 -100 400 -100
Team 2 0 0 0 0 0
Does LoL consider these two teams equal because the MMR ratings both end up being 0? Because in my honest opinion, clearly the 2nd team has a big advantage. It would be much more desirable to have a well rounded team, rather than a better than average player paired with lower-than adverage team mates. Specifically, because no matter how good a single player is, he can't possibly be in all lanes at once helping out.
The reason I thought about this situation is because I observed from players who end up going on winning streaks that they tend to get matched with progressively worse and worse team members (in their league). It's almost as if the MMR system is having a harder and harder time trying to balance teams out, so it has to pair you with significantly below average players to make things work. Personally I would have thought that they would just pair you with people at your relative MMR level, and not try to force/keep you playing with your peers in your league (at all mmr balancing costs)?
