idea for Pantheon passive

So Pantheon's passive can be stacked up by minions, but cannot be proc'd by them which makes no bloody sense and let's him be a continuous "fuck you"

so here are my ideas to change that:

don't let minions stack it up at all

OR

put his passive on a cooldown so he can't be endlessly hiding behind the damn thing because of minion agro
