Who should i buy for 3150 ip

Hello, i have 3150 ip now and am wondering who i should buy i like playing mid, top, or adc but not jungle. I was looking at Kassidan, Le Blanc and Katarina any suggestions appreciated :)

Honestly, just play the champs you see on the free champ rotation. If you're really good with one, take it. No one else should choose your preferences for you, or point out which champs are blatantly broken.
