Whats up with Tank Fizz?

So i just played a game, were a fizz built tank top lane against a yasuo, and was still able to deal a tone of damage, causing him to win lane as the passive damage was so high. even when he didn't have a single ap item. Not to mention his e, which make this build even harder to lane against as he is so hard to kill. This hasn't been the first time i have seen this, And most champs against this build has lost, probably because they are noobs. Can't they change this to make it so that if he builds tank, his passive wont be as rewarding. That's the only problem. Also anyone know whats up with thresh and relic shield, the passive on relic shield never seems to work with thresh.
