Why is lottery pick called lottery pick if it's not?

Why must we be subjected to the wishes of a trio que in these game modes? Why call it a lottery pick if it isn't? Everyone should get an equal say in this if you're going to call it lottery. I don't care if there is four people who want to play shaco, that should give it an 80% chance and the other guy a 20% chance. The one that angers me the most is where even if 2 people vote for the same thing but 3 others vote for the same thing, they automatically win. Please don't call it lottery if it's not lottery.
