Temporary Buff For Taric Until Rework

How would you feel if Taric's ult damage scale off of his health instead of ap? Base damage can be tweak for game health. His aura buff to allies would remain the same.

Or a buff in damage to enemies based on enemies current health so its more burst when the enemies have a higher health. Ex. Xin Zhao and Evelyn ult
