don't nerf ryze, buff Twisted Fate instead!

TF doesn't get played much and with seeing how fast Ryze can get a whole team to anywhere, tf should be able to hard counter ryze for it.

Buff TF's ult by reducing his cooldown to : 60 / 40 / 30 Then either decrease Destiny's true sight vision or have it removed completely. He should be able to get punished more if it is removed.
